SEBASTOS, bare head right, countermarked eagle right.
EY(KAR)-PEW(N), winged thunderbolt.

Not in RPC or Supp. I or II (for any emperor or city).

The EY and PEW are clear. The bust type conforms with other 
known coins of Augustus from Eucarpia. The countermarks 
matches one from another Phrygian city, Aezanis.
