This marking is understood to be a marking of the mint in Northern Israel, and is common on coins after 18 BC. The issue of shekels and half-shekels from a mint in Northern Israel with the types of Tyre started in 18 BC, and continued through the first century, until the First Revolt. The silver standard and weight of this type is quite consistent, and they were used for trade throughout the East.
